Despite Plymouth being Devon's largest city, it is not really the top pick of places to visit in the area. The nautical curious will be satisfied, however most of the city was destroyed in air raids in WWII, resulting in it being vastly rebuilt in modern times.
That said; the well-preserved Barbican area around the harbour has reinvented itself as one of the best eating, gallery- hopping, and drinking holes in the city.

Many famous voyages departed from Barbican, such as Captains James Cook (who discovered Australia) southern search and the Pilgrim Father's famous vessel Mayflower.
